Non-state public service organizations: in search of new institutionalities for local journalism

The text proposes a typology of non-state public service organizations that offer journalism in Brazil along axes based on journalists’ self-organization (cooperatives, professional associations), community self-organization (institutes, foundations, social associations), or articulations between journalists and community. It also presents a methodology for co-creating alternative institutionalities to private or public companies aimed at quality local journalism, currently being tested in Florianópolis. In advancing this characterization, the article aims to contribute to expanding the repertoire of organizational alternatives and governance models to commercial journalism, addressing impasses reported in recent studies on local journalism (Jerónimo, 2024; Radcliff, 2023), as well as issues related to journalism sustainability and governance (Mick; Tavares, 2017; Ferruci; Alaimo, 2020; Cagé, 2015) and the place of state and non-state public services in a transforming media ecosystem (Camargo, 2020).
